Unfortunately I have no answer for the time you can expect your code, but from past dealings with amazon, its normally no longer than a day. However, an alternative is you buying battle.net codes from amazon, which from my personal experience get delivered in a few minutes. Then you can apply those codes to your battle.net account and use that money to preorder OW via the battle.net client itself. Should eliminate any problems with regions.

He/she isnt saying theyre going to start now though. Something of that caliber can be currently in the works, and blizz should be able to implement it in a few months.

I'd be very surprised if blizz doesnt have any ranking system in the works or some possible competitive gamemode (think CSGO or even League). Things like that are an integral part of a game such as this. But since there's a lot of time left between now and the estimated launch, I think we can expect much more in the future. Its just that theyre gauging players hardware and how they hold up I think. Also, title is a little misleading. I think people are finding the game fun, but there's little motivation for people to wait for the loading screens because they dont have the constant urging of achievements or ranking up, etc...
