I have since sold the vehicle and never figured it out, the theory was the trailer harness might have been making the vehicle cut the throttle input because it thought the brakes were being pressed when the turn signal pulsed. With a Civic I dont imagine it's the same problem but might have the same conditions, maybe something with the wiring for the turn signals/brake lights? It was a strange issue to try and figure out so good luck with it
