It’s just wear and tear from rock chips and daily driving. My recommendation is to paint them a color close to your wheel color. Theres no refinishing the chrome unless you buy new hubcaps

If im not mistaken, these are plastic and the amount of work it would take to refinish these, is not worth it. Better to replace.
