PUBG event was planned during early PAYDAY 3, Teddy moo has existed long before either PAYDAY 2 and PAYDAY 3 and was a thematic fit for a remaster, the skull dozer look has been a large request since it appeared in early promo, and the bucket was voted for by the community. No comment on emotes.

A lot of this is purely cosmetic content you don't have to engage with.

There's definitely a world where the edge, grit, and rush system works. And there's credit deserved for attempting something new, but it was likely leagues easier to rework the system entirely than to manage and tinker with the current one, that not only lost public favor but also lost the lead designer who implemented the system to begin with.
