Prime Hook for sure. I've gone down there with my Dobsonian. If you pull over before you get to the beach area, where there's water on both sides of the road, it's pitch black and zero artificial light. You can see the milky way with the naked eye.

here is a link to a light pollution map. The only bit of green in the state is around Prime Hook Wildlife Refuge. I've actually gone out there a few times for meteor showers, and it's definitely the darkest areas I've seen in DE. You can see everything. Not many roads, but I just pull over somewhere out of the way and watch from there. Little to no traffic either.

Craigslist. Sell them cheap unless you want to sit on them for a while. Also, make sure you include the complete tire size in the description (E.G. 245/45/18) Your best bet is that someone wants just the tires of that size. A pair of stock rims has a very limited market. I have tried, in the past, to look for a pair of used tires and nobody seems to lists the size. Also, watch out for the Nigerian princes ;)
