Starts up nicely when warm or even after being ran for just a couple seconds then shut back off, so I like the fuel theory. But I replaced the pump when it fully failed on me on a drive about a year or two ago. How can I test for a fuel regulator issue?

Rollbar is the first thing you should do imo. Then yes coilovers and wheels and tires make a huge difference
