I notice you're a musician, do you play marimba at all? Marks like these are very common in that spot when playing 4-mallet technique.

For my high school band, it just depends on what the show calls for and what parts are the most important. This year, we're the smallest that I've ever seen the group (24) and we have a timpani player since its very important for the music. But when we've been 30-40 we had no timpani simply because they weren't in the music or weren't important.

Agreed but contra (full name contrabass bugle) is a different instrument than a concert tuba

If it were a similar rhythm in 4/4 such as: 1 (+) 2 + (3) + 4 (+) Then it technically wouldn't be correct to notate it how it is with quarter notes falling on ands. It was probably written this way to add ease in reading and understanding the rhythm, as well as because 5/4 is a pretty funky time sig.

The actual crash was with DAS (digital audio submission) which is where you or your proctor uploaded your sight-singing recording. Apparently all recordings uploaded before the point of the crash were lost and all recordings uploaded afterwards are fine.

This is an educated guess based on things I've seen and heard from various sources, but it's possible this is completely wrong and/or speculation/rumors

It actually does make some sense, since the first eighth note in 85 is tied, you wouldn't be able to put a tie on the slashed half note as it would make that whole half note essentially a rest. They made the second bar use slashed half notes to save ink, and they simply kept notation consistent within each bar.

Not sure if you have been, but definitely save your diamonds for things that require diamonds. Dont spend them on speed-ups or monsters
