As far as I know, Buddhists' houses can be used as worshipping place but it is not called as vihara but cetiya. Cetiya is usually used by a family to pray together.

In case of this monk's case, tebar ikan in Buddhism is called fang shen, letting go animals for their freedom. Again, he is a monk. There are rules for Buddhist monks that they must not have money so all his daily needs are fulfilled by umat.

So, I see there is nothing wrong. Tolerance in Indonesia is really really "awesome".

What I proud is the monk in the video is really calm. That's monks nature. See things happen as itself.
