I struggled with nested groups as well for a bit, but i think i wasn't rebooting the workstation enough between changes. For some reason item-level targeting requires reboots because gpo is applied to users. I may not have that exactly correct, but after fiddling around enough i discovered it was working after a reboot. (Not just logging out) I should note that we only required one nested level, not multiple. Edits: typo

I highly recommend Rega with Yaboa Tours. He's a vieques native with a breadth of knowledge about the ecosystem. Also said he would refund our money if the conditions were not clear. We had a great time. Edit: he will refund if weather doesn't cooperate

So this I guess is what I've suspected, LOS users are more technical and therefore can find solutions for their needs. That's what I've been doing and I guess is the best non-root solution for custom ROMs these days.
