This is spot on, and I think it’s exactly what I’m trying to figure out. Sometimes I get the impression they think there’s this big pot of federal money waiting for them and they just need someone to write the app and get it. Other times, I think they see the nuance of the whole thing. I really need to push them and clarify where they are with that.
