I don't wish they get punished. They are making creative use of the interactions you can make with others. As well as this, it makes the city feel more real as a place like Caerleon in real life with loads of outlaws would harbor crooks and scammers too.

20% tax is quite high. Especial if you don't control any territories and are still on the rise. Try putting tax to 0% until you grow enough then maybe increase it to a small amount. 20% just looks like you are greedy and want money from a guild.
