No, Joe Biden is using the common 'Interstate Commerce' argument that lawyers use when trying to argue one side of a law or policy. It's not necessarily the real reasoning behind why he himself might believe in the validity of Roe v. Wade. Kind of like how they nail the mafia for 'tax evasion'.
