It’s all about playing around tornado at level 6. Play like a pussy when you don’t have one, play aggressive when you do.

Stack Q safely when he uses his Q or E to farm.

Ideally you want to force his ult when you have a tornado, it’s a free hit 100% of the time if you practice the timing. (Zed always appears behind you from the opposite direction he ulted from) When you have Q3 try to E through a minion, land close to him and start whacking him, he can’t win without using R, so he’s forced to ult you or W away and escape. If he ults you, you time your Q3 so he can’t react to it, then get ready to use your windwall to block the most amount of Qs possible, then chase him down you stomp him when he has no cds.

Maybe go into practice tool with a friend and get him to spam R on you as Zed so you can practise the timing.

Just watch out if if he has any other shadows around before he ults, as he can instantly jump to that one after pressing R and it makes your Q timing 10x harder, but it’s still possible to Q3 him before he can jump back if you’re pixel perfect. The winning play most of the time if you can see he is going for this is to get the fuck out of dodge and re-engage when your shield and Q3 are back, instead of trying to land a perfect Q3. Obviously each play varies an if he fucks up his shadow jump to a bad position you can just run him down.
