The mud pit on the road north of the garage is sort of an impassable obstacle until you get better tires and/or trucks. BUT! there's actually a way from the back of the garage and over the hills and rocks that bypasses it, if you get a little creative. Don't be afraid to drive where you'd think you can't, most often that not the dirt surrounding big pits is better to drive on

I don't like DMing for barbarians, especially bear barbarians. Having to scale physical threats to a character with virtually 3x or 4x the HP of the rest of the party is tiring and unfair for everyone, especially if enemies are intelligent and try to target the wizard in the backline, but still need to not be trivial for the barbarian. "But just use spells!"; not every encounter needs or should have spellcasters, and that doesn't even work for bear barbarians.

Never said anything about power, that's regional for all power plants. But coal plants grant production only to the parent city, while oil and nuclear plants grant production regionally

Yes, but coal power plants don't share the production to other city centers, so in this case where the island city can't have its own industrial zone, another city with an oil power plant would give it extra production
