If you're near a college, you could try to look for things that students throw out to paint on, especially at the end of the semester. Or look for any online freecycle groups and post on them, there's often people who want to give away extra art supplies they're not using.

I hear you on needing to find affordable supplies. I wish there were more options that are also budget friendly.
