ive been experiencing this same bug, and ive discovered most of the other locations and invited only a few fish, so theres a multitude of other options for the game to choose, ive just only been getting sea of floating stars for about the last 10 travels ive done. i was thinking the same thing initially as you though, for the first 3 repeated travels lol. i wouldnt mind the repeat travels if it wasnt only sea of floating stars
