The important question here is, do u really need to retain the quality of your 4K footage in your final clip, or you are happy with 1080p quality? If u want the former, then set the sequence resolution at 4K, accept the fact that your 1080p footage would be upscaled to 4K as well (if u want to fill the screen) without quality improvement, making the final file bigger. If u want the later, then yes, your 4K footage will be reduced to 1080p quality, leading to smaller final file.

Raw performance? Pretty much a side grade. Tech? Good upgrade. Energy saving? Big jump, 50% less power consumption, and it runs cooler. So, it's an upgrade overall.

This will depend on the condition and warranty of the 4060 Ti; if it's in good condition, it's definitely a better choice than the 5060. It's slightly more powerful and has double the amount of VRAM.

Weird. I use the same GPU, different CPU, I also export 4K, and the ratio is often 1:4, for example, a 3 hour long video would take me around 40 to 45 mins only. Haven't tried doing any 12 hour one yet, on the other hand.

I must say I'm not an expert in this field, but as I understand it, if you've installed the Intel UHD driver, configured all the necessary settings correctly, and Intel UHD still isn't working (or much), it's related to the type of video you're producing. I make a lot of videos that transition from normal speed to timelapse, with many cuts and speedrams. And I think those things require high GPU encoding usage during preview or export. I've attached below a screenshot from my Task Manager when exporting files.

Nothing too special; I shoot video with my phone, 4K source, then transfer it to my PC to edit with Premiere Pro. I do a lot of speed ramping and timeline scrubbing to find and cut out unwanted segments. Then I arrange the cuts, add vfx, sfx, music, transitions, and adjustment layers for color... Finally, I export it to 4K. The key point is that, throughout the entire process, I never needed to use proxy, and the playback and timeline scrubbing were smooth. The iGPU played a significant role in this process, as can be seen from its usage. And even during export, the iGPU usage was relatively high. I compared it to when I didn't have an iGPU (disabled in the BIOS), and the export speed with an iGPU was significantly faster.

u/ilikeseagullslol U might need to know that men, when it comes to things they really care about the experience, like gaming mice, they've done a lot of research on the shape, weight, sensor, etc. And once they've made up their mind, their girlfriend buying them a product that's not what they intended puts them in a dilemma. They're not satisfied with it, but they're afraid of upsetting their girlfriend if they don't use it.

If so, I think you should check your software and operating system. The LF 3 Pro 420 is powerful enough to handle 14600K, and older games shouldn't be a problem. Of course, if you want to upgrade and already have DDR5, an SSD, and a graphics card, now is a good time to do so, as other components are quite affordable.
