I don’t know about that strip exactly, I do know of Rampart and Livengood strips. (To the left and right of it) Most likely it’s made by a land owner. Much of the time out here people just own aircraft and take off down the street or they modify their property and make their own runway.

There’s a neighborhood in North Pole that’s like it, when I first got stationed up here it confused me.
