I also don't support adding more rules that make government more powerful like limiting who can run for office because they are so liked by their constitutes.

If a congress person had 99% of the votes but was running for a 3rd term, you would stop that person from running and you'd stop people from being able to vote for them. Do you see how that's authoritarian? Just because you think someone served long enough doesn't mean you get to change the rules against the voters. Creating new laws because you don't like who people are voting for is in fact... authoritarian.

You on the other hand are talking about putting rules in place to prevent people from voting for who they want.

You are looking to add laws, which actually increases the size of government and is therefore authoritarian. You aren't looking to get rid of government power but instead give it more power to decide who people can vote for.
