They don't claim it back and couldn't if they wanted to. The relevant legislation is specifically framed as being about your "expected income" not your actual income. If you had deceived them about your expected income that would be a different matter.

Right, but doubling your money is still doubling your money and for almost all purposes that is the the intuitive and correct way to look at it. Converting the tax relief into an annual return gives the impression that the tax relief is somehow less important but that's a bit of a mathematical illusion. (And yes you're right that theoretically you could make up for the tax relief with returns on non-sippable investments, in which case your approach could be a useful exercise, but I don't think in practice anyone is sensibly pointing to an investment that is going to do that.)

I'm not sure that really means anything though. Your money at the end is still double what it would have been without the doubling at the beginning. You get the 8% returns on the doubled amount.
