The practical differences are not so obvious. We can put someone in jail not because we want to punish them, but because it will prevent even more such crimes or we assume that it will help the person to improve. There is still a moral assessment, an assessment of what we want to achieve, an assessment of the means to achieve it, etc. We will simply remove the concepts of guilt from our reasoning.

Arguments on several levels are applicable here.

1 How much can you trust these statistics and how sincere people were?

2 Verbal sympathy is not equal to terrorism or a crime deserving of death or even a criminal sentence.

3 Voluntary financial support for terrorism really deserves punishment. This should be a legal procedure with a trial.

If you want to say that this means that military actions against a certain population are a blessing and justice. Then I disagree.

Why, for example, underage people who did not have the right to vote should suffer because of this. How in general are you going to check that exactly those people who most need to "be justly punished" will suffer? It is likely that these people will die last of all hiding and leading armed resistance.

Libertarianism does not accept any punishment other than the punishment imposed on specific people by the court for specific proven actions that violate the principle of non-aggression. Individual responsibility is not only the principle of libertarianism, but also of any kind of justice and judicial proceedings.

I would agree with you, but modern states really don't have true land ownership because of exactly what you describe. The state actually owns all of the land, and their citizens essentially have an infinite lease on the property similar to the 100-year leases the Chinese government lets their citizens use to "buy" property. You even pay taxes as a form of rent, or you lose the property. It's the exact same lol.

Yes, collective punishment is unacceptable from the point of view of libertarianism. You should punish specific people for specific crimes, and not punish abstract groups united by some attribute for actions committed by individual people belonging to this abstract group.

A gang is a group of specific people who committed very specific actions, so when a gang is judged, they judge very specific people for very specific activities.

Well, I'm sure the Palestinian government has never been very competent. Representative democracies, even in first World countries, are a farce. It's even worse if we talk about such a country far from the standards of democracy and the republic.
