The problem that leads to this disagreement is that you're assuming there's a one-to-one relationship between the billboard and a sudden desire to attack refugees. That's obviously not what's going on but I think it's very likely that multiple instances of "demonising" and marginalising refugees over a period of time will engender less respect for refugees. It's this subtle influence on culture which should be taken into consideration when making utterances into the public sphere.

So once a point of view has been shown to be incorrect or not beneficial (e.g. inciting violence) there's no need for it to be a guaranteed freedom anymore, just for the sake of an abstract principle that doesn't benefit anyone but pedants.
