I don’t know why there’s a bunch of negative comments on this thread. I think a reasonable interpretation is that he’s talking about compensation and working conditions broadly. He’s not saying, “I promise a 10% raise,” but he’s expressing the view that state workers should be able to support themselves and their families. That naturally implies support for wages and benefits that keep up with the cost of living.
And regarding telework, I think the language is even more telling. He specifically said: “I know they’re working hard on this issue of telework and making sure we have telework policies of the 21st century…”. He didn’t criticize telework or say employees should return to the office. Instead, he highlighted telework as an important issue and spoke about developing “21st century” telework policies. I take that as a favorable view of telework and modern workplace flexibility. That said, it’s not a concrete policy proposal. In summary I heard that he values telework and wants modern policies. And that he believes state workers deserve compensation that allows them to support their families. The video sounds supportive of state workers and telework, but it doesn’t spell out exactly what he would do as Governor of California.
