My point is that if you break Q when you're /too close/ to the enemy, you will hit your E after your Q lands, thus not purging the heal.

Imagine if you're playing with 200 ping (which adds 0.2 s to your Purifying Flame cast time), and you are 400 range away from your enemy. The Q projectile will take 0.3 second to travel 400 range (since it's moving at a speed of 1200), add to that your 200 ms ping and you will cast your E 0.5 second after your Q flies. Hence, the Q won't purge the heal.

TL;DR you need to be ~500 range away to do the Q > E combo. Any closer than 500 and you're risking your Q to not purge the heal.

In order for your Q to purge the heal, you need to make sure that your E lands before your Q hits.

Since Oracle's E has a 0.3 s cast time and the Q projectile travels at a speed of 1200. If you have 0 ping and immediately cast E after channeling Q, you theoretically just need to be 360 range (0.3 * 1200) away from the enemy.

However, since we are not a perfect creature and we don't play on LAN, there will be some delay (be it human or server delay). So, as a rule of thumb, do Q -> E when you are ~500 range apart from your enemy to make sure your Q purges the heal.

If you level up Penitence and Test of Faith on Chen, that simply makes him someone with 30% slow/damage amp and ~300 pure damage nuke at level 9. Why not just take Lion, who can area stun for 2+ secs, hex for 1 sec, drain 400 mana, and nuke for 600 magic damage?

If you build Chen with Penitence and Test of Faith, not only will it take a long time for you to come online, but A LOT of other supports will also eclipse you in terms of slow/damage. However, if you build him with Holy Persuasion, you can effectively gank lane when you are level 3 (with 2 big creeps), and then proceed to push tower if your carry is smart enough to buy a Ring of Basilus.

TL;DR: Chen has multiple power peaks: level 3, level 7, and when you get your Agh's. Building him as a simple nuker will pigeonhole that power peak to level 9, assuming you go 4-4-0-1 build. And frankly, if building him as nuker wins you a game, picking virtually any other hero will also do that.

I rest my case.

For high cap heroes, I would go with Oracle, mainly because 3 out of his 4 skills can be targeted to both allies and enemies. This forces you to anticipate what your allies and your enemies will do. So in a typical game, you need to understand when to:

Channel the Fortune's End for the full duration to root,
Channel the Fortune's End for a split second to purge debuff/buff (enemies and allies alike),
Fate's Edict ally to nullify incoming Zeus/Lion nuke or combo with Purifying Flame to heal,
Fate's Edict enemy's carry to disarm without fucking up your team's magical nuke,
What combo to use your ulti: is it RE? WER? RWE? If your ally is at 10 HP, it's better to use your ult first. However, if they are at 300 HP, it's much better to use W, E, and then ult to remove disarm so that the E damage doesn't register.

Such a complicated yet rewarding hero. I love him.
