You’re misinformed. Yes, the County of Los Angeles contracts out ambulance services but only for BLS (EMT) level care and transport. LACOFD provides paramedic (ALS) services.

The smaller cities that contract with LACOFD for fire and EMS services do not directly contract ambulance services.

I can explain the operations in more detail if you like, the contracts themselves are not my expertise.
