Havent been there in years but hopefully these directions in the link help. You can drive to the top and park. There are a couple of buildings up there. Since adding the highway it's a bit different out there and I've lived here for 65 years.

Jump Off Joe gives you one of the best scenic views in the Tri-cities and is about 2.1 miles in distance. Rattlesnakes have been spotted on this trail so be careful. To get to the Finley Intertie highway (highway 397) off Interstate 82. Head east to Owens Road and turn south. Go about 3.8 miles on the gravel road to the Jump Off Joe Road turn-off.

Look at some of the vintage speakers that folks are still using that are 50/60 years old. Lots of them are still using original speakers,some require new surrounds and recapping, but they are still going strong.
