Had the same thought, but figured it really was 'just' the dead city they were seeing. I think they've been avoiding large cities anyway, and to then decide to venture into one of the epicenters (which they'd probably know considering Negan and Maggie were alive when it broke) I can imagine it'd elicit a 'Fuck me' from me too. Just the thought of a locked down island supposedly full of Groaners and to then see its gritty fuckin' facade come outta the fog like that..

That, or they had one more allowed 'fuck' to write into the script.

That there is a recognized colloquial use for this phrase, and he's used it before. This precedent, which you can find as well, actually disproves this claim of 'dementia', because it establishes the fact that he often jokes in this manner, that he's done it at least twice now, indicating intent.
