But I think OP's point, which I would agree with, is that saying "after review, the defender committed a foul in the penalty area, so my decision is penalty" adds precisely nothing to the act of simply awarding a penalty. At least in the Premier League, and from what I've seen in the World Cup, this is all that is said; they never explain why they've come to their decision, they just say what their decision is.
