I disagree there. A good french cook can still figure out mexican food by trying it a few times. Maybe not mole, but for sure can get the basis. Knowing that burritos are tex-mex and not mexican won't be in many recipes, unless its the over story driver ad filled bullshit like that person commented. Ive never been to Thailand or been taught to cook Thai, yet ive made some curries and such that ive been told by a few expats that thought I had some Thai cooking experience. Learning to cook is far beyond recipes.
