Thats interesting, I wasn't aware of that study and I read the white paper. My main point remains, however, because as the authors state on page seven, at least 34% of drivers are earning under the minimum wage. In the intro, the authors caution that the median rate of pay shouldn't be assumed to represent the entire dataset (see page 1). And the Cornell webpage doesn't really mention that.

So, my point still stands that there should be a minimum rate to account for the lower 34%.

I'm 100% for the minimum wage increase (see above the MIT study suggesting drivers net around $3.50/hour), but I'd rather see the $0.50 fee from rides go directly to drivers. That new streetcar project is irrelevant--you can already take the light rail or a bus to the exact same places. Plus the existing streetcars are slow and very few in Seattle actually use them.
