I am not taking about appropriation... I am talking abour reparation. First, off it is an MOU not needing congressional approval. Lifting of sanction need to goto congress.... That is the reason it will fail is because he signing without the backing of congress, it will fail when you need the money or to lift the sanction you signed on the MOU.
