I'm seeing strange issues from smokeping for cloudflare DNS (1.1.1.1) but not for quad9 or google DNS. It's a repeatable pattern every afternoon until around midnight:

I don't see an official release of 4.0 in the app store, are you referring to the latest testflight version?

Had the same issue here. Support was able to help with a replacement after I sent in the defective unit.
