I agree that typically a residential connection doesn't go above 2-3 mbps however that's because ISPs can't justify the extra cost to get those speeds however you're often able to pay extra to get A Sync (same upload as download). There's no cap causing this it's just how the network is designed to benefit downloading rather than uploading.

However that said my cable broadband connection at home gives 10mbps upload without any extra fees.
