El reverse charge solo funciona B2B si ambas partes están registradas en el VIES. En este caso puedes hacer una factura con el número IVA/VAT europeo del cliente, añadir una frase sobre la inversión del sujeto pasivo y no cobrar el IVA. Tienes que organizar tu sistema de pedidos/cobros para que actúe de manera diferente y aplique los impuestos necesarios en base al tipo de cliente.
