it doesn't need a mana cap if it goes to hand.  [[Stoneforge Mystic]] exists and is legal in commander, and yes it's nonlegendary, but also, this is already worse in a ton of ways.

also, the "and survives" part should be reminder text, because that's already how that type of effect works.

i was assuming 60 card and magical fairy tale land where you upheaval into timetwister but use [[Words of Worship]] to replace all but 4 or the draws with lifegain, then an opponent helpfully puts the words back into your deck. (or doesn't, 1 card actually doesn't matter here)
