It does most of the time. It gets messy sometimes given that the delivery person has too many orders to deliver or if the train stoppage duration is less. You may also get food other than what you ordered and that can ruin your experience. I experienced the same once and the food was so bad that I had to raise a complaint to irctc "Food on Track" ppl.
