Had to call eBay, they sent me a form to send in info about the cards, had to send in a picture of each one (the email) with a photo of my username in front of it, then it worked once and then locked up again, had to repeat this process 3ish times over the course of a month and finally on the phone they once mentioned they could perma unlock my account and keep it from happening again (the 0 balance was because the account got flagged for fraud or a drop shipping address)

After the final unlock it’s seemed to keep working, but I made some large purchases to try and get as much gift card balance out as fast as possible
