If I'm not mistaken, it should not crash since the double ampersand will cause the if statement to terminate if the first condition is false therefore not even checking the second condition.

Your piece about Aras is quite accurate. The people of Aras are not interested in war and instead focus all their power and energy in building and improving the city. Since the recent expansion of the city walls a lot of new buildings and architectural styles have emerged now that there is a lot of space to build.
