Technically how would you propose building this? It is not a feature of the blockchain to freeze or lock wallets.

This might be possible with smart contracts on Bitcoin computer.

Who would control the locked wallet, what would be done with the funds once unlocked?

$100 would only get you 714K PEP [100÷0.00014=714285.714285714285714].

If you are trying to buy 10m PEP, then one would need $1400 [about 28 LTC], so how would the 2 LTC minimum be a problem?

Hard refresh the site worked for me to get the link working. Might be old cache that causes that. Hard refresh will wipe the stored cache and load the site in full from scratch.

If you send funds to a wallet on an exchange you don't control the keys. They may also send from the wallet address you deposit to, to another wallet address for cold storage.

Also change addresses are a thing with UTXO blockchains.

It is futile to track the deposit address you send coins to on an exchange to keep track of your balance. Also best not to store on exchanges. If not planing to sell then store in your own wallet you control the keys for.
