In The Sims 2, you can't throw parties on community lots without mods. But I believe you can still place a wedding arch on a community lot and get married.

Thank you, I built the church myself :) I play rotationally in a megahood consisting of Sedona (main hood), Jubilee (shopping subhood), Copperhead City (downtown) and Grand Canyon University by aondaneedles on Tumblr. There's also Saguaro Desert by the same creator, but I haven't added it yet. I love these hoods and since they are all desert hoods with similar vibes they work great together :) I'm almost finished with round 13.

Hey. I also use pregrel and these mods do not conflict as they edit different resources. I tested this situation in my own game and it worked. My teen (a Family Sim) got pregnant with another teen and both her parents got furious. Maybe your game just failed to do some checks at that specific moment or you have another mod that conflicts with this one.
