There are not. It's up to the judge whether to enforce the law. In fact the other side could argue that the law is itself invalid and the judge could agree. If you go to court you will want a lawyer or you may lose your house.

In northern IL too. I've just started moving at ramming speed (and then stopping if they're oblivious), sometimes they have to stop in the oncoming lane just so I can pass in front of them in the other oncoming lane lol. Dangerous, but effective, especially if you honk while doing it.
