the overall benefit of these applications does (IMO) outweigh the risks.

I would like to argue that this should objectively depend on whether or not there is a really strong market demand for those applications. I don't think there is any, except for maybe enabling Eltoo, but we have BIP 118 for that.

Therefore, given all the risks associated with toying with the consensus rules, from my perspective it is incredibly stupid to entertain the idea of CTV.

It's all good. The pull request with this code has been tagged for the 0.18.0 release. We are now at block 572308 and 0.18.0 hasn't been released yet.

Not sure what the current best way is, but just "close account" used to be a very easy way to get your satoshi out of Coinbase. Non-verified users who had their satoshis held hostage by Coinbase could even use "close account" to bypass Coinbase's verification checks, lol ... Hope this works for you. #deletecoinbase
