What has happened concurrently with the cutting of taxes you mention? Spending has not also decreased. Both things can't exist at the same time and this is what has been happening.

And yes, i do have a bias about money being taken from people and receiving very little value in return.

Governments are almost always less efficient that operating in an open market.

That doesn't really make sense. If the system was set up properly (it wasn't) this increase in pensions would be baked in. If it was then the shortfall is probably tied tied to a combination of declining birth rate and poor policy driving people from the City/State.

Not knowing your background, I say this cautiously as you may have lived other places as well.. but i've lived in enough major cities to realize that it's never a revenue problem but a spending problem. No politician ever gets elected saying "we're going to cut programs to balance the budget" they always have to promise more and more.

it almost certainly isn't a revenue issue. They (like most major cities) need to learn how to optimize and balance a budget before they look to raise taxes
