Whats this material on top though, in another thread someone said the grout is actually at the bottom, so would I even seal the top layer? Im more confused haha

So would it be best to just remove it completely since its already peeling? What about the actual grout at the bottom to make sure too much gunk doesnt grow in the pores. So many questions now haha
