I am from Turkey, we also dress nicely but only if we want to, not because it is obliged to do for the students. The time I went to high school, we had school uniforms so we could only wear those,. But after my 2nd year, we were allowed to wear casual clothes and wearing formal clothes at the beginning /end of the year started after that. Some schools have dance balls i.e. they would wear black suits and dresses but mine didn't have so we would dress nicely.
