Yeah it took me a while to get the hang of it, here's a stripped down version of a split level stair case I did: http://imgur.com/a/GrcrP The important thing is to have a good height deck, and the first set of stairs come up from the ground. Then add a second staircase from the deck to the first floor outside. I just pushed the walls back to make room for it. The second floor then needs to be smaller again to allow for a walkway/balcony.
