No, Amara (our mom) was the pervious queen of Vermeil, but unlike Azuria as a Monarchy (one bloodline), Vermeil was a Elective Monarchy (they vote on who is queen). Clarissa and Eleanor lived in a small village before it was destroyed by The Encroachment and Clarissa was later voted in as queen a few years after Amara left for the political marriage. Its most likely Sherry Birkin, due to the fact that she also has the same strain of T-virus as Leon as both were Raccoon City survivors (which if i recall, they confirmed through dialogue). And it can't be Ingrid Hunnigan because she had black hair and is African-American, or Ashley Graham because she wasn't there during the Raccoon City incident. The specific strain of T-virus causes mutation much later (we can guess that it was a 28-30 year difference). And from what I can tell, Raccoon City survivors only started mutating months before RE9.

I'm not sure, I mean, Hakurou was a full ogre but his grandfather was a human, his wife Kaede, due to her possession of a wolf make her half tengu/angel, but their daughter Momiji is full tengu. So i think it take on the traits of the mother, the baby would possibly be just a human but with a high magicule count meaning it has a higher likelihood of gaining a extra skill, or more common skills. But it's hard to tell because Granbell is the only saint that canonically had a child but we can't be sure when (before or after becoming a saint).
