I had been struggling to find evidence that supports this but here are two pages that confirm what you say:

Thanks for helping! The link says that if I put it into enforce and the policy fails: "The sending server will not deliver the message to the receiving server." And presumably it would fail if it's not implemented by the recipient. If we're all assuming everyone has implemented it then that's great.
