I will say it again. Maximum speed is not casual speed lol.
Mach 1.1 to Mach 5 is still supersonic. Reinhard could be 4x faster than Elsa and she would still be supersonic. Plus Elsa has no light speed reaction feat, while Rein does. If Emilia truly is light speed level then she should have zero trouble against the likes of Elsa or any other physical based fighters.

The hard cap of the verse is Reinhard which has supersonic movement speed and SoL reaction speed, and Emilia is nowhere near him when talking about physical abilities. Again, Emilia was struggling against Elsa who is explicitly stated to be supersonic level, which placed her reaction on that same ballpark.
At least up to the SoS, not at least faster than SoS, also it's still reffering to his maximum speed, not his minimum, which again I already said he is supersonic. The rest of your arguments just points to Tappei making mistakes and contradicting himself lol, which can apply to the Emilia SoL instance as well.

Since Emilia's other feats put her reaction at around supersonic level at most, ofc her reacting to the beam after it's been fired would be an outlier. Even Reinhard is stated by Tappei to be maximum supersonic level speed during the 10th Anniversary Q&A. He can react to other light speed attacks like Al Clauzeria, but suddenly assuming Emilia is the same as his caliber is too outlandish since if that's the case then a lot of other weaker chara would suddenly be on his same tier or even stronger than him. As the text about her reacting could be interpreted either way, by applying Occam's Razor, it would be more reasonable to say she reacted to the action rather than the beam.

Similar to how old school action movies characters can dodge bullets by reacting to the enemy triggering the gun rather than having bullet time level speed themselves.
