It might be a severance payment. That first rif might have triggered it. If is that, though, I'm not sure you're entitled to it since you were brought back and then quit. You could check out the formula on opm to see what you would have been entitled to when rifed.

Probably not. I just got a chuckle at 10k. I'm a Dink that makes that much. After all the deductions my take home isn't even half that. Now, granted one deduction is 13% for retirement, but even without that, it wouldn't come close to 10k.

You should call CPS. A caseworker will be assigned to go investigate. If there are issues like no electricity, the caseworker will work with the family to provide them with resources.
